Even Tony Firman, the chaplain at the Flandreau Indian School and a firm foe of gambling, acknowledges that so far the casino "hasn't hurt a thing. The casino employs people, most of them non-Indians, which at the very least helps stabilize the local economy. The law established the National Indian Gaming Commission, a part of the Interior Department, which arranges "compacts" with tribes that want to operate casinos. Nor is that their only argument.
